One Stop Centre to deal with gender based violence
[ Tame Achum ]
Gender based violence (GBV) occurs in all societies in the world and Arunachal Pradesh is no exception. There are several forms of gender based violence, and it is present in different forms like, rape, child marriage, forced marriage, polygamy, sexual exploitation, child sexual abuse, slavery,  trafficking of girl child for domestic help, bartering and selling of girl child for economic gain etc.
Apart from these, Arunachal Pradesh is also grappling with violence due to inequities in social life in terms of economic rights. As per OSC record (April-July 2016), Arunachal Pradesh has registered 27 GBV cases, which included child marriage and sexual exploitation (11), domestic violence (11), rape case (2) and 3 cases of counselling regarding marital disputes (polygamy).
Ministry of Women and Child Development (MWCD) stated that gender based violence is a global health, human rights and development issue that transcends geography, class, culture, age, race and religion to affect every community and country in every corner of the world. Further, if we recall the infamous incident of Nirbhaya, it is not only Arunachal Pradesh but India as a country is affected with GBV in the name of culture and traditions.
In the light of above, the12th Plan Working Group on Women's Agency and Empowerment had recommended setting up of One Stop Crisis Centres (OSC) providing shelter, police desk, legal, medical and counselling services to victims of violence under one roof integrated with a 24 hour Helpline.
Justice (Retd.) Usha Mehra Commission recommended setting up measures to improve women's safety and also the Ministry of Finance, Government of India has established 'Nirbhaya Fund' for women safety pertaining to the strategic areas of prevention, protection and rehabilitation.
Considering the popular recommendation by different agency, MWCD has formulated a Centrally Sponsored Scheme for setting up OSC with an objective to facilitate immediate, emergency and non-emergency access to a range of services to fight against any forms of violence against women both in private and public spaces. The OSC facilitates access to services like emergency response and rescue service, medical assistance, assistance to women in lodging FIR/NCR/DIR, psycho-social support/counselling legal aid and counselling, shelter and video conferencing facility.

In the video, some of the victims were seen tied to a car, while the accused were beating them up. Opposition parties have called for banning of cow vigilante groups. In the name of religious believe they are indulging in unlawful activities. Last year one Muslim person was brutally murdered at Dadri in Uttar Pradesh by Cow Vigilante over allegation that his family consumed beef meat.

Even as Dalits were protesting this ghastly incident, the vice president of Uttar Pradesh BJP state unit Dayashankar Singh compared BSP supremo Mayawati with sex workers. Mayawati is considered to be an icon by the dalit community. The issue rocked both the houses of parliament. Also the angry BSP supporters staged protest across the India. Sensing the trouble, BJP led by union finance minister Arun Jaitely apologized for the remark. Party also sacked Dayashankar Singh from his post.  These latest incidents have given enough weaponry to the opposition parties to target BJP government and portray them as kind of anti-dalit.  Coming just a year before Uttar Pradesh election these incidents will definitely impact the outcome of UP poll. Last year fierce debate broke out over the suicide of a Dalit PhD student Rohith Vemula. The incident ignited concerns over discrimination against lower castes in the country. The situation seems to be only going from bad to worse for the dalit community.

Rejected applications

Dear Editor,

Through your esteemed daily, I want to write to Chief Engineer, WRD regarding rejection of applications for post of junior engineer on the ground that "Name of applicant did not tally with documents". It is very hard to understand for us how our name in documents is different from one in our application.

Application submission was done in online mode; hence there is no chance of misplacing any documents.  How is our name not tallying? If it has happened than it must be due to technical error. On our part we have uploaded our own documents. We have approached the staff but they are adamant to not show our application file. Then how can we be sure that our names are not matching. Kindly look into our grievances and give us some option to correct if it has happened. We have put lot of time and energy for this examination. Don't let our hard work go in vain.

An Aspirant,

Colliding dates

Dear Editor,

Through the column of your newspaper, I would like to reach out to the APPSCE officials regarding AE examination chaos.

Firstly, AE(civil) exam dates coincides with the prestigious SSC exam dates and if said exam date of AE is not rescheduled, then unemployed aspirants will surely loss an opportunity to get employed.

One has to wait for a year for SSC exam and AE exam for life time may be because our state has the record of conducting exam for post of AE after a long gap and maximum vacancy disappear either through political power or financial mismanagement of states.

Secondly, I would like to request the authorities to conduct the exam at the Commission office to avoid unfair practice as malpractice is not a new story in engineering exams in Arunachal Pradesh.

Yours,

An aspirant

Let APPSC conduct the exam

Dear Editor,

This is with regards to the letter titled "Handover posts to APPSC" which contemplates the recruiting process of 3 posts of Joint BDO under Rural Development Department.

Seconding the apprehensions and reservations of the fellow friend, I would like to further substantiate the concern matter.

1) The Post of Joint BDO is a Group B gazetted one. The jurisdiction and the discretionary power so as to conduct a gazetted officer’s post by the R.D. Department is doubtful. It presumably falls solely under the aegis of Arunachal Pradesh Public Service Commission, the primary recruitment body of the state.

2) The Department has made a mockery of a Gazetted Officer’s recruitment by following a written test solely meant for Grade C and D job seekers. Could the mere written test of GS, English and Elementary Mathematics ascertain the calibre of Gazetted Officer on whom lies many responsibilities in the society? No.

3)In this regard, Recruiting process of Finance and account officer/Treasury officer being conducted by APPSC could be a torchbearer. Apart from the conventional subjects, addition of 2-3 Optional subjects like public administration, History of Arunachal Pradesh/Northeast, sociology, economics etc could be an added plus to preserve the sanctity of such a prestigious post. As per  the present exam pattern is concern any candidate with the influential head could easily manipulate the outcome of result by taking the clandestine means. On the contrary, if the former recruiting process, as I have suggested, is adopted then the clandestine means(if any) would become futile given the diversity and scope of subjects in the recruitment drive. All we want is deserving competition for the deserving candidates. Are we asking more?

4) Moreover, the rampant use of mobiles and agents in the Departmental exams is an open secret which has completely eroded the confidence in the Departments to hold the exams free and fairly. Add to that, the fear that the seats are already sold to the highest bidder is a constant reminder of the perilous times we live in.

It is in this regard that I as a hardworking unemployed graduate request the R.D Department to allow APPSC to conduct the said exam or at least accommodate the advertised three seats in the coming APPSC (combined) examinations.

Yours,

Rokpen Gali

A humble request

Dear Editor,

Exams conducted by departments are highly unfair. Corruption, nepotism and open use of mobiles is rampant. Especially in JE exams phones are used without any inhibitions. There is no denying the fact. Whatsapp have made cheating a lot easier as we can send images and pdfs. For the sole purpose of cheating on the eve of exam, students create whatsapp cheating group where they pass question papers and answers from textbooks. The coming WRD JE exam will be no different. This trend have become accepted norm and it will continue to do so. Want a job cheat like never before!

So our only hope lies in exams conducted by APPSC and central boards like SSC,IBPS and UPSC. With colliding of dates of APPSC AE and SSC CGL, our hopes are deterred. So, I would request the commission to defer the exam by a week and if not possible conduct the very next day doesn't matter. But at least please give us a chance to appear both the exams.

Hoping for a silver lining in the clouds and positive response and kind redressal of our grievances from the board. Please do consider our case because its genuine.

Yours,

A frustrated

unemployed

Connect the villages

Dear Editor,

Through your esteemed daily, I on behalf of Renuk sub circle would like to draw the attention and bring to the notice of all the concern regarding the link road in between Manmao & Renuk village which was once motorable is now deteriorating day by day. During winter season, even light vehicles could ply easily. But after the involvement of PMGSY and its contractors in between Manmao & Borsatam village, via - Renuk the road condition has become so bad that even in dry season, light vehicles are not able to ply where as, it was all season road before the intervention of PMGSY contractors. The agency who is executing the road is also turning deaf ears to the hue and cry of the public of the Renuk sub circle. Road condition instead of progressing, it is becoming even worse than ever before.

So, I request the concern leaders to take up initiative to solve the communication problems of area. These areas are sensitive from the security point of view also. Therefore, road communication is very essential in border areas.

Yours,

Concern citizen

Follow one rule

Dear Editor,

Is there no rule for systematic registration of vehicle?

I find it extremely surprising how District Transport Office, Yupia as well as DTO Capital is issuing vehicle registration these days. As a norms, the vehicle registration should be given in running serial like AR-01 G, AR-01 H, AR-01 J so on... but the numbers are given in haphazard ways. New Vehicle are given AR-01 G, and 2 years old vehicle are given AR-01 J series. When I applied for my new car registration 3 weeks ago, I was given AR-01 G, but my friend 4 months ago was given AR-01 J. Isnt this funny?

When I enquired, my friend told me that one has to pay in order to get a chosen vehicle number? This is bad practice which must be checked by the higher authority.

I request DTO of Yupia and Capital to maintain clean and systematic way of registration since everyone pays equal road taxes and registration fee fixed by the government.

Yours,

A citizen, Itanagar
